Nowadays it has become cliché, to bash politicians just for the sake of it. The uninitiated don’t even know what is the work that our corporators really do. So we at Parivartan came up with an idea why not investigate what really do the corporators do from the funds that are allocated to them i.e. 20 lacs per year per ward. Though this amount may seem small but in 5 years but it accounts to Rs 1 crore, from which various good projects can be implemented and executed successfully. Just the question is do the corporators have the vision and will to utilize the funds and do the citizens think that vision is aligned to the needs of their own ward?

        In this first of a kind project, with the help of RTI, we collected all the information of 144 Corporators about the work that they have executed from the funds they were bound to get between years 2007 to 2011. Then we deduced facts and depicted them in percentage so that common citizen can understand. This report card as you will see includes utilization of funds, highlights of the funds utilized, attendance in General body meetings of PMC and the number of questions that they have asked in GB meetings.

       This Project’s objectives are in complete resonance with Parivartan’s below core principles of good governance.

     1) Complete Transparency in the functioning :
With help of RTI we were able to get all the information of the utilization of ward level funds of all the corporators. Some of the ward office’s had given us systematic detailed information for this RTI, while some ward offices had misplaced information and later gave them to us in haphazard manner. So next time when we ask for this information, we will receive all the information of all the ward offices in systematic manner from this year’s experience which is what “Good Governance” is all about.

2) Accountability of the Government :
By this report card, the corporators will know that common citizens have an eye on them and they are accountable to us for the tax we pay. So when they come to us with their request for vote, they better have a track record to match it. They will know that their low attendance will not go unnoticed. And we don’t want bench warmers as our elected representatives they better ask some relevant questions in the meeting.

3) Proper Planning :
Ward Level Funds are a wonderful way to properly plan and execute the projects that the citizens really want. With some shocking facts revealed by this report card hopefully the elected representatives’ will better be prepared with an action plan to effectively utilize the funds this time around.

4) Participation of Citizens :
We are playing the part of “Democracy, by the people “by preparing this report card. We as active and educated citizens have come ahead and taken the assiduous efforts in summarizing this information, so that our elected representatives’ get the message that, we citizens are closely monitoring their work and that we are no pushovers and we are not ignorant any more. We are keeping close vigilance of your actions.

5) Voters Awareness :
This is one of the important objectives of this report card. Only when enough information is available for a voter then only he can make an informed decision for casting his vote .This Report card will provide him with facts about the existing corporators and the kind of work they have done. So then he can decide whether to re-elect this candidate or not.

           Thus by this Project we are hoping that citizens would think twice before casting their vote. If you look into the report cards we are not trying to give grades or claim any corporator good or bad.We are nobody to make a comment on that. We are just trying to state the facts and we are resting it on the collective intelligence of all the people to decide who has done a better Job.

          We all have got our report cards since school and college. Even in corporate companies appraisal system is there to evaluate an employee. It’s high time that our elected representatives are evaluated and who better than us common citizens to do it!! So we present you with Corporators Report Card .
